All design build projects originate at this pont and are managed during the bidding and design process. Charlie manages and evaluates the feasability, economics and practicality of each design created and is actively involved in the design development on a day-to-day basis.

The Chief Estimator is ultimately accountable for all aspects of the design/build department from conception to completion, contributing innovative ideas and solutions. Interaction with clients, soliciting their input and implementing positive changes to meet their expectations and requirements as well as meticulous attention to detail, providing worthwhile value engineering savings.
Designers posess the knowledge of electrical design with consideration towards the owner's need for budget and time restrictions. Bell currently employs 12 full time estimators experienced in all phases of commercial and industrial applications.
